Yeah. My boyfriend owns a business on the ave. They had to call the police countless times due to homeless people harassing/screaming/getting violent with customers, throwing feces at the storefront windows, shooting up and passing out on their door, etc., and if the police even show up it always "we really sorry but we can do anything they won prosecute and they discourage us from arresting or getting too involved." Seattle PD has always been incredibly nice and polite to both us and to the homeless, but their actual ability to do anything is so limited..

We cried foul about planes, turrets, the infinity blade, and that awful moment when they made explosive damage go through walls. We made enough of a fuss to get them to change it. Do they make mistakes? Of course they do.
